The 2024 National “Two Sessions” will open in Beijing on March 4. Feng Xingya, a deputy to the National People’s Congress and general manager of GAC Group, set off for Beijing on March 3 to focus on the pain points of the automotive industry’s new energy transformation, intelligentization, and international development, and to offer suggestions for the high-quality development of the automotive industry.

After proposing suggestions on car consumption, domestic chip application, and new energy vehicle battery swapping in 2023, this year, as the automotive industry enters a new stage of transformation and development, Feng Xingya has brought five new suggestions and a proposal on the formulation of intelligent driving regulations, focusing on the standard of new energy vehicle power batteries, the integration of new energy vehicles with the power grid, the development of energy-saving vehicles, the development of automotive-grade chip industry chains, and automobile exports, contributing wisdom and strength to the high-quality development of the automobile industry and the construction of a strong automobile country. 1. “Dual carbon” targets have become a global consensus, and electrification is an important path to achieve “dual carbon” targets. The development level of power batteries is crucial to the electrification transformation of the automotive industry. However, the current standards for power batteries still have issues such as conflicting standards and insufficient standardization, leading to increased R&D costs, difficulties in industrial chain coordination, resource waste, and a decline in international market competitiveness. Therefore, Feng Xingya has proposed suggestions for unified high-power charging and battery swapping standards, as well as exploring the establishment of a comprehensive solid-state battery standard system to address issues such as inconsistent charging and discharging standards and the lack of comprehensive solid-state battery standards. 2. In recent years, the rapid development of new energy power generation such as wind and solar power in China has promoted the construction of a clean and low-carbon energy system. However, these forms of power generation have strong randomness and variability, making it difficult for traditional power systems to adjust. In addition, with the rapid development of the new energy vehicle market, the difficulty of power supply and demand has been compounded on both ends. Electric vehicles can serve as mobile energy storage units and, through integration and interaction with the power grid, can provide an effective solution for the balance of power supply and demand on a large scale, low cost, and rapid response. Therefore, in order to accelerate the integration of new energy vehicles with the power grid, Feng Xingya has proposed suggestions to improve the technical and standard system, improve the electricity price and power trading mechanism, and increase demonstration applications.

3. Due to the rapid development of new energy vehicles, the attention to fuel vehicles has decreased in recent years. Feng Xingya believes that the role of energy-saving vehicles in achieving the “dual carbon” goals cannot be ignored. From the perspective of market development, for quite a period of time, fuel vehicles are still the mainstream of the automobile market. In addition, for the national overall energy strategy, there are risks in the automobile industry’s over-reliance on a single energy route. Energy-saving vehicles, as a supplement to new energy vehicles, are a choice that can stabilize the automobile industry, promote national economic growth, and help achieve the “dual carbon” goals and industrial transformation and upgrading. Therefore, Feng Xingya suggests the prompt introduction of medium- and long-term special plans and support policies for energy-saving vehicles, improvement of tax and purchase restrictions, and increased positive guidance to enhance the social acceptance of energy-saving vehicles. 4. While the ecological layout of new energy vehicles is advancing by leaps and bounds, the key technology field of the chip industry still faces the “bottleneck” problem. The industry’s independent controllable capability has become a key factor affecting the healthy development of the automobile industry. Despite many breakthroughs, the domestic chip industry still has many urgent issues to tackle. In response to the “bottleneck” problem in the automobile industry, last year, Feng Xingya, as a national People’s Congress representative, proposed to greatly increase the application rate of domestic chips, accelerate the guidance of industrial transformation from a policy level, and speed up the improvement of supporting measures for automobile chips. At this year’s two sessions, he once again proposed solutions to tackle design shortcomings, enhance manufacturing capabilities, strengthen on-vehicle applications, and improve application support, reflecting a high level of attention to the domestic application of chips.

With the wave of electrification and intelligence, the core competitiveness of Chinese automobile brands continues to improve and actively expands into overseas markets. New energy vehicles, based on existing advantages, are making a strong push into new tracks and quickly rising to become the leader in the global market. According to the data from the China Association of Automobile Manufacturers, China’s passenger car exports reached 4.14 million units in 2023, a year-on-year increase of 63.7%, making it the world’s largest exporter of automobiles.

The export of automobiles has become an important engine driving the growth of automobile production and sales, but it still faces tremendous pressure due to the accelerated entry of overseas brands and the complex business environment. For example, the entire process of automobile export operation still needs to be optimized, and the supporting measures for automobile export still need to be continuously improved. Therefore, Feng Xingya proposed promoting international cooperation in the industry, coordinating common export issues, optimizing export supervision mechanisms, and strengthening information and infrastructure construction, among other suggestions, to support the high-quality development of overseas exports through multiple measures.

This year, Feng Xingya has submitted a proposal to revise the relevant provisions of the “Road Traffic Safety Law” and clarify the legal responsibility for intelligent driving, calling for the legislation to accelerate the high-quality development of intelligent vehicles in the second half of the automotive industry revolution. 2. Feng Xingya suggests revising the “Road Traffic Safety Law” to define machine drivers and divide responsibility, achieving a breakthrough in the legal basis for intelligent driving and proposing to accelerate the establishment of more perfect specialized laws for intelligent driving.
