To implement the State Council’s “Efficient Handling of One Matter” initiative for 2025, the Ministry of Public Security launches a new car registration policy for domestic passenger vehicles. This reform starts today and aims to better serve the public’s travel needs.
In the wave of government service reform, Changan Automobile leads the way. It became one of the first pilot companies and the first to offer one-stop car purchase and registration services. During the pilot, it completed 10,535 transactions, ranking first in the industry. Changan provided substantial personnel, technology, and data support for function development, pilot operation, and technical improvement. This showcases Changan’s leadership in digital services and its commitment as a state-owned enterprise. In 2023, Changan actively responded to the Ministry of Public Security’s new vehicle registration “pre-inspection” initiative. It invested over ten million yuan to complete hardware and software development. On January 1, 2024, it became the first company to fully integrate the “pre-inspection” feature for all its passenger car brands. In 2024, it pre-inspected 1.264 million vehicles, accounting for 36.6% of the national total. From 2025 to now, it has pre-inspected over 1.028 million vehicles, maintaining the industry’s top position for two consecutive years.
In June 2024, Changan Automobile received an official invitation from the Ministry of Public Security. The invitation recognized its outstanding performance in pre-inspection work. Changan became one of the first car manufacturers to participate in the new car registration initiative. Changan collaborated with the Traffic Science Management Research Institute of the Ministry of Public Security. They broke down data barriers and connected with departments like industry, taxation, finance, and market regulation. They shared information on pre-inspection checks, certificates of conformity, vehicle sales invoices, purchase taxes, insurance, and business licenses. This collaboration optimized processes in vehicle production, sales, and insurance.
After more than a year of deep advancement, Changan Automobile became the first car company to fully integrate vehicle selection, purchase, insurance, tax payment, license plate selection, and registration on the 12123 APP in July 2025. This achievement marked a breakthrough from policy response to service implementation. The complex process of registering a new car, which typically took days and required multiple trips, now takes just 30 minutes online. Users experienced a significant upgrade from “running around” to “doing it at their fingertips.” During the pilot phase, this efficient and convenient experience gained widespread recognition. With the official launch of the “one-stop” vehicle registration feature on the 12123 APP nationwide, more Changan customers can enjoy the new service model of “full online process, zero hassle offline.” In promoting the “one-stop” vehicle registration, Changan Automobile set a new benchmark for digital services in the industry through its leading performances and results. Looking ahead, Changan will continue its transformation into a “smart low-carbon mobility technology company.” It will drive deep integration of digital technology and customer service, ensuring efficient and convenient vehicle experiences for more users.
